Current Situation
There is a serious shortage of DCR (Domestic Content Requirement) solar cells in India right now. This is significantly impacting solar projects under government schemes like PM-KUSUM, Rooftop Solar (Residential), and State Discom Tenders, where DCR compliance is mandatory.
🧨 Main Reasons Behind the DCR Solar Cell Shortage
1. 🏭 Lack of Sufficient Domestic Cell Manufacturing Capacity
India has large module assembly capacity (\~50 GW+), but solar cell manufacturing capacity is very limited(\~5–7 GW DCR-quality).
Most module manufacturers depend on imported cells, especially from China and Southeast Asia.
2.🚫Import Restrictions
Under DCR rules, imported cells cannot be used.
With the BCD (Basic Customs Duty) of 25% on cells and Approved List of Models and Manufacturers (ALMM) restrictions, companies cannot import easily.
3.📈 High Demand, Especially from Govt Schemes
Schemes like KUSUM,PM Surya Ghar Muft Bijli, and other residential rooftop programs have led to a sudden spike in demand for DCR modules.
Demand has outpaced supply by 3x–4x.
4.🔄 Priority to Big EPCs / Govt Orders.
Limited DCR cells are being allocated to large government projects and big developers, leaving MSMEs and small solar companies struggling.
5.💸 Lack of Incentives or Delayed PLI Results.
Though PLI (Production-Linked Incentive) was launched to boost manufacturing, many projects are still under construction and won’t produce at scale until late 2025 or early 2026.
